Overview

The Purchasing Manager is responsible for all non-capital purchasing related activities across the City. They will establish tracking and reporting metrics to spot audit purchases and establish training and requirements for purchasing staff as well as reporting on purchasing compliance citywide.

Responsibilities

· Manages the staff that will audit purchasing compliance with governing laws, statutes and regulations, as well as develop metrics for leadership reports

· Monitor contracts citywide and report on those statuses to management

· Manages and leads the process of establishing the baseline responsibilities for all purchasers across the City and establish quarterly trainings

· Ad-Hoc trainings may occur as new hires come on-line, but perform training at least once a quarter; attendance will require all purchasing staff to attend twice a year to ensure they are versed in all updated protocols

· Manages and oversees the coordination and management of all non-capital purchasing council agenda items

· Responsible for reviewing all purchasing memos to ensure proper language and sufficient detail is provided

· Develops and utilizes the citywide reports; the purchasing manager will look for patterns and contract utilization to leverage our buying power during future procurements

· Looks for opportunities to group individual purchases into citywide purchases

· Responsible for developing communication channels so that any information about purchasing trends or suggestions can be shared across our organization

· Responsible for personal growth and leadership of twelve (12) staff members involving their evaluations, work schedule, timecards and work assignments

· Help management understand trends and provide more comprehensive protocols to utilize by diving into the data

· Reviews all training materials provided to any position within the purchasing process to look for areas to improve

· Strengthens purchasing process citywide and help the City maximize its resources

· May be asked to perform other duties as assigned

Position Type and Typical Hours of Work

· Exempt – Full-Time

  • Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement

· In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Qualifications

· Bachelor’s Degree (BA/ BS)

· Six (6) years of experience - Municipal Government preferred

· A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
